There are rules and regulations to search engine optimization services and many SEO companies in are more than willing to break those rules to get you a temporary spot and take your money.
Let me ask you this? would you let someone use your name to start a business? just because you don't have this market right now does not mean you should let just anyone go represent you online.
So how do you choose an SEO company?
Same way you choose your friends, meet them in person, ask a lot of questions, judge their attitude, their achievements and understand that you may just be starting a long term relationship that if done right, this SEO person might just become truly your best friend.

2) Do some home work, ask them to provide you a list of clients that you can choose from for reference.
3) Research their domain name, when was it registered. They dont need to be #1 with their website but they should at least have some history. You can Google names and find out who they were associated with before their current venture.
4) Stay away if they outsource their linking, the web is loaded with spam from 1000 links for 10 dollar scams, your reputation is on the line. They should be able to provide you with a list of sites they use for linking.
5) Never give up control of your domain, you need to control the registrar and have control/access to the hosting company.
This is just a few things you need to know.
Up until the spring we had a local company doing our online marketing a company that we met in person on several occasions and they did pretty good for us. We have a person in our office who took on dealing with the website and stuff who self proclaimed themself as a knowledgeable internet person who has a friend in the industry – The end result has been total disaster.
